I believe if a leader is repentant, you forgive them. They may need to step down from their position and take time to "recover" and heal. It's like someone who had cancer and had chemo treatment that made them ill causing them to need rest. The Leader will need to rest and give take time to heal from the "sickness" of their sin. Taking time off to contemplate the consequenses of their sin is good and will allow the mind, body and heart to heal and if others were affected by their sin - it allows time for them to heal as well.
If others were involved - it shouldn't go beyond the leader, the Pastor and those directly involved. There is no reason to drag the leader "through the mud" and expose them. The Holy Spirit will take care of convicting - we don't need to be judge and jury. Giving up their position in leadership will speak volumes. Let God be their Judge and allow the Holy Spirit to work on healing their brokenness. We're too human - God corrercts with Love!
